Considering the omnibus motion of the petitioners for reconsideration of the resolution of September 2, 1998 which dismissed the petition for certiorari for their failure to file their consolidated reply to respondents’ separate comments on the petition as required in the resolution of April 13, 1998, and to allow the filing of the attached consolidated reply as well as the aforesaid consolidated reply dated October 27, 1998, the Court RESOLVED: (a) to GRANT the motion for reconsideration; (b) to REINSTATE the petition; and (c) to REQUIRE respondents to file a REJOINDER to petitioners’ consolidated reply to their comments on the petition within ten (10) days from notice hereof.
