Acting on the Motion for Reconsideration filed by petitioner Royal Cargo Corporation, the Court RESOLVED to DENY it WITH FINALITY and reiterate the denial of the petition for review on certiorari for having been rendered moot and academic as it appears that the petitioner's authority to operate as an international airfreight forwarder under the permit in question had already expired in 1995.
