"G.R. No. 173119 (Insurance Commission Officers and Employees, Represented by Insurance Commission Employees Welfare Association [ICEWA], thru its Officers and Board of Directors Namely: Leila Espineli, Joseph P. Osias, Corazon Valbuena, Dionisio Dimpas, Ma. Lourdes Ramos, Medina Corot, Edelwino Bernales, Nenita Distrito, Doniego Alluso, Emmanuel Dela Peña, Marianne Supetran, Carlo Conde, Rey Bicomong, Jolly Pederes for Themselves and In Behalf of All Others Concerned vs. Department of Budget and Management and/or Hon. Acting on the Special Civil Action for Certiorari and Mandamus, the Court Resolved, without giving due course to the petition, to require the respondents to COMMENT thereon within ten (10) days from notice hereof.

The Court further Resolved to NOTE the Ex-Parte Manifestation as a Matter of Supplement to the Petition Stating Thereby Explanation of Non-Personal Service to the Respondent, dated July 5, 2006 filed by counsel for petitioners." Azcuna, J., on sick leave.
