Farewell to the Chief

    Chief Justice Artemio V. Panganiban retires on the eve of December 7, 2006 after 11 years of serving the highest court of the land. Although his stewardship of the Philippine Judiciary lasted less than a year, his legacy endures for all time.

Judicial Philosophy
     After his oath of office at Malacañang on December 21, 2005, the Chief Justice unveiled his judicial philosophy of safeguarding the liberty and nurturing the prosperity of the people under the rule of law. According to him, in controversies involving liberty, the scales of justice should weigh heavily against the government and in favor of the poor, the oppressed, the marginalized, the dispossessed and the weak.
