VITUG, J.:

I concur insofar as the resolution enjoins any continued warrantless arrests for acts related to, or connected with, the May 1^st incident but respectfully dissent from the order of dismissal of the petitions for being said to be moot and academic. The petitions have raised important constitutional issues that, in my view, must likewise be fully addressed.
